Global Development Support LLC (GDS), a Washington DC based small disadvantaged international consulting firm, is recruiting for the following positions for a potential USAID project in South East Asia. The project will work to gather and improve the availability of quality data, perform analyses, present results, and advise on systems implications and policy options to improve the quality of current government health spending; increase spending in the health sector; and improve performance on critical indicators of cost, quality, and access. The project will provide technical assistance to support the government in designing, implementing, monitoring, and improving health care service delivery models, including provider payment mechanisms with the aim of contributing toward the achievement of better health outcomes and stabilizing cost. Expected outcomes of this project will include, improved efficiency in the health care services at the primary and secondary levels of the health system and priority health areas of HIV, TB and MNH.
Project Director/Chief of Party: The Project Director (PD)/Chief of Party (COP) will have overall responsibility for implementation of the project activities and will serve as the main point of contact for the project, providing vision, direction, leadership, and management for the project. S/he will serve as the GDS’s primary representative for all project-related issues to USAID and other stakeholders. The PD/COP must have at least 15 years’ experience leading, managing and implementing large health projects in low and middle-income countries and research on health financing issues; experience interacting and negotiating with government counterparts, academic institutions, and other international and local organizations working in the health sector at the highest levels. Must have advanced degree (PhD preferred) in health economics, business administration or related discipline; strong understanding of health system reform, health care financing including health insurance. Fluency in English and strong verbal and written communications skills is required.
Monitoring, Evaluation and Learning (MEL) Specialist: MEL Specialist will be responsible for ensuring adaptive management and programming, efficient measurement of health system performance, and monitoring of progress toward the project end goals. The MEL specialist must have proven expertise in all aspects of research including formulating research questions, data collection, analysis and presentation of findings; strong knowledge of health sector reform, health care financing and insurance and strong understanding of the public, NGO and private for-profit health sectors; demonstrated management, coordination, teamwork, and planning skills, with proven ability to function effectively with multiple counterparts; strong verbal and written English communications skills. A minimum of Masters-level degree in statistics, health and/or social science research, or a related field with a minimum of seven (7) years’ relevant professional experience.
Director of Finance and Administration: The Director of Finance and Administration is responsible for leading all financial oversight and accounting, administration, operations, and human and other resources management and ensuring that all USAID financial management and reporting requirements are met. S/he will be responsible for management of all logistics support to the project team. The DFA must have proven expertise in all aspects of financial management regulations and requirements including USAID rules and regulations; demonstrated management, coordination, teamwork, planning and human resource management skills, with proven ability to function effectively with multiple partners and counterparts; strong verbal and written English communications skills. A minimum of Masters-level degree in financial management, business administration or a related field with a minimum of seven (7) years’ relevant professional experience is required.
